En förändrad värld, en omdanad säkerhet? - En studie om klimatförändringars effekt på svensk säkerhetspolitik

The concept of National security has been a matter for debate during recent years, especially in academic fields. Criticism has surfaced since the end of the cold war, directed towards the traditional perspective's dogmatic focus on armed threats and interstate war. Questions concerning an oncoming paradigm shift have been raised, regarding a widening of the security agenda among national states to also include alternative threats, such as environmental hazards. In this thesis, the focus lies on the effects that climate changes have caused in the Swedish National security agenda during the last 15 years. Swedish policy documents show that there have been some major changes, not only the widening of the security agenda but the entire security domain seems to have changed.

Klimatförändringar som ett säkerhetshot. En studie av internationella organisationers säkerhetisering av klimathoten

International organizations are important actors on the stage of world politics, and how these actors securitize the climate change issue is of importance for how it will be tackled by actors on global and national levels. The purpose of this study is to contribute to research on climate security discourses and how climate change is defined as a security concern amongst different actors. This study, in contrast to previous research, focuses on systematically mapping the definitions made by different international organizations by asking: whose security is at stake; who is responsible for responding to the threat; how is the nature of the threat defined; and what responses are suggested? By analyzing material consisting of a variety of documents and statements from five international organizations, I aim to identify differences between these actors ? in how the climate change issue is conceptualized from a security perspective. The result of the study shows that only one of the organizations shows clear elements of the national/geopolitical security discourse, while all of the other actors primarily use the human security discourse.

The purpose of this essay is to examine the development of the use of private securitycontractors in Iraq. The reason is that there has been a considerable increase of the number ofprivate security firms operating in Iraq during the last couple of years. The legislation in thefield of private military and security is indistinct and my hypothesis is that the lack of nationaland/or international legislation can be connected to the increased globalization. To come toany conclusions about this I have chosen to make a comparative study between the two casesthe Gulf War and the War in Iraq which started in 2003. In this comparison, I ask thefollowing questions: 1) Are there any signs of anarchy in the field of private security duringthe Gulf War respectively the last War in Iraq? 2) In what way has the use of private securitycontractors changed from Case 1 to Case 2 ?According to my research, there were signs of anarchy in the field of private security bothduring the Gulf War and during the latest war in Iraq.

Med Säkerhetsrådets resolution 1325 (2000) som utgångspunkt : En komparativ studie av två handlingsplaner

Security Council resolution 1325 (2000) is about women, peace and security. Since the resolution was adopted several countries has made their own National Action Plan for implementation of the resolution.Sweden and Denmark are two of these countries. Resolution 1325 is one of the documents that each countries armed force has to relate to in international work.These countries can get to work together in international operations within the framework of the Nordic Defense Cooperation, NORDEFCO. Vägen mot säkerhet - får alla gå med? En kritisk, feministisk analys av det traditionella säkerhetsbegreppet.

In this essay I analyze the concepts security and security policy from a critical, feministic point of view. The traditional way of thinking security is state-centred and narrow with its military oriented threatening pictures and solutions.I advocate that the two concepts need a more feministic and holistic approach to be able to cope with the threats of our time and include the security for women explicitly.To suggest how this can be done I introduce a model; security-sphere, which should be seen as a way to constructively connect my objections to the existing research with a new approach to security problems. The security-sphere is based on two analytical parts; the private security sub-sphere and the public security sub-sphere, in order to make new images of security problems visible.It is a fact that most of the threats against women specifically, take place in the private sphere where no traditional analytical tools reach in - these threats have not been seen as 'real' security problems. Är handdatorer säkra nog för hälso- och sjukvården?

The aim of this report is to discuss computer security in handheld computers and to find out the appropriate security level that must be implemented to be able to use handheld computers within the Swedish healthcare system. Most healthcare centers are using some kind of electronic journals for their patient´s data today, but there are still a number of clinics that are usingthe old paper-system. On a few places in Sweden the use of handheld computers at the clinics has already started, but in the United States the use of handheld computers in the medical area is already widespread and from this we can see a lot of different situations where it is useful and effective to work with handheld computers. The security demands on patient´s journals are high and regulated in both Swedish law and regulations from the National Swedish Board of Health and Welfare. The law does not have any substantial demands, but states that there should be an adequate security level based on the nature of the information and the costs.

Mellan säkerhet och mänskliga rättigheter : en studie av den svenska officiella migrationsdiskursen

This paper focuses on the Swedish migration discourse and investigates if and to what extent it is dominated by a security perspective. Analysing a number of official texts and documents I want to show how the discourse describes migrants and what implications this carries with it for the migrants and for the Swedish migration politics. Through discourse analysis I have analysed whose security that is prioritised, the Swedish or the refugees, who is the refugee and the asylum seeker, and who is the illegal migrant in the Swedish official migration discourse. As a theoretical frame for the analysis I have used theories on migration and security. These include theories on the securitisation of politics, the globalisation and the creation of political identity from the nation state perspective and theories on the connection between migration and security.My results show that a security discourse is dominating the Swedish official migration discourse and is therefore defining our reality and the identities of refugees, asylum seekers and illegal migrants.

The public administration and its officials have a number of values which they have to relate to in their work. The values are a set of democratic and economic values.This study?s purpose is to examine how the officials at the National Insurance Office in Sweden give priority to these values. The study is performed by interviews with officials at two insurance offices.The study shows that the officials in a high degree value the democratic values legal security and public ethics. In turn they experience that productivity, which is an economic value, is being promoted in a high degree from the management.

Vatten som säkerhetsfråga : Med FN:s konstruktion av vattenfrågan som utgångspunkt

ABSTRACTThe aim of this study is to analyse if the UN today constructs the water issue as a security issue and to argue about in which way the organization in that case does so alternatively why it can be said that the UN doesn?t construct the water issue as a security issue.In order to reach this purpose the following questions will be answered:?Does the UN construct the water issue as a security issue today?-If yes, in which way?-If no, why can it be said that the organisation doesn?t?The methods used are qualitative literature studies of policy documents on water from the UN. The focus is to analyze the ideas about water and to apply my theory on the concept of security, which is Barry Buzan?s framework on security, to these ideas.The main results showed that the UN strongly constructs the water issue as an environmental security issue for environments and species and in relatively strong terms also constructs it as an environmental security issue for civilisations. In rare cases the organisation constructs it as a societal security issue, but the UN doesn?t construct the water issue as a military, political or economic security issue..

Somaliska pirater - ett mycket litet problem: En undersökning av Sveriges arbete gällande frågan om somaliska pirater under 2009-2010.

During 2009-2010 Sweden participated in an international military operation whose intention, according to the Swedish news media, was to fight Somali pirates. The purpose of this thesis is to study various decisions and documents behind the Swedish efforts, both military and foreign aid, regarding the matter of Somali pirates during the years 2009-2010 and analyze the results using an interpretation of the security-development-nexus-theory. The method used is text analysis based on the hermeneutic idea of understanding and interpretation.The thesis studies the international resolutions and national decisions that lead to the military operations in the Gulf of Aden and also the international strategies and national approaches regarding Sweden's assistance in the development of Somalia. The theoretical section contains an interpretation of the vast security-development-nexus-theory. The concepts of security and development are first presented separately and then collectively in terms of military security, societal security, economic security, regime security and human security.

We are two students named Susanne Grönlund and Anna Zaar and have jointly worked together this c-essay called "dignity and well-being according to whom? The paper is written at Högskolan dalarna in Falun.The purpose of this study was to investigate how the elderly and assistance officer describes dignity and well-being and how it is consistent with the government's bill on the national values that the National Board has developed.Our empirical study consists of four qualitative interviews, two older people dependent on community care and two assistance officers. The study's theoretical basis is Antonovsky's salutogenic approach and SOC. The survey focuses on different themes such as dignity, integrity, participation, treatment, wellbeing, security and meaningfulness which are also central themes in the Government Bill on the national values for elderly.The results show that the respondents believe that a life of dignity is difficult to define and also a subjective experience. The results also show a consistency between what the elderly, assistance officer and the national values that define dignity and well-being.
